In the gacha, characters attack 1-3 times per turn depending on RNG and their buffs, but Wilnas can only attack once per turn even if some other character gives him a buff that gives him 100% to multi attack.
He does have his own buff that makes him multi attack on the next turn, but it's only available after he uses his CA (kinda like a Final Fantasy limit break).
