Hence why the Consensus is at 62.86% right now.
The threshold is 28/35.
The Consensus percentage needs to exceed the threshold, and stay above it for 2 weeks, in order for it to be enabled.
28/35 is exactly 80%.
So it's actually 29/35 that is needed.
