yea i think you're right, that's to scare australia and phillipines and japan into fighting for us
but they are doing real war exercises right now in the chinese pacific, at the operational level, the biggest war exercises we've conducted since the cold war apparently
they have a modern war plan, we can critique it and laugh at it and we should but it's the best we can do (spread everything out, hop around to many islands)
