Cutting out the 30k units was a dick move but they never should have been added to 40k in the first place, and they were only there for like 8 months so it's far from an identity crisis.
I don't even know what your point about Imperial Agents is. The problem with them is they are lacking options, but the army hasn't existed since Daemonhunters like 15 years ago so I'm not sure how you can talk about a crisis of identity, they didn't even have one.
The way GW handles wargear now is fucking stupid, but once again it hasn't caused any kind of division of identity in Tau or any other army. It's just an annoying thing.
