Well it was never originally explained how Palpatine became Emperor. At the time he was just very powerful evil wizard. In the original novelization of the first Star Wars the prologue explained the Emperor was just some dude who had become apathetic to the plight of the people as the other organizations under him like the military were gaining more power for themselves. Lucas even originally planned on Palpatine being a secret "true Emperor" controlling the one in public as a puppet and he resided in the caves deep near the center Coruscant. He wasn't originally scene as this 4D chess playing mastermind outwitting everyone. He was just an evil powerful wizard that took over and made an empire out of what was once a democratic republic. That's all you needed to know because you were originally dropped into the middle of the story and not a multigenerational franchise that has been flesh out through various pieces of media. How he made Anakin turn evil wasn't known other than "he was seduced by the power."
