This is mostly true. This was Toriyama's intention. I think along the way due to Toriyama's genius he had a sense of consistency but if it needed to be discarded for cool moments (EG, the humans getting way stronger from 1 year of Kami training than 3 years of Goku's Kami training. Piccolo in 5 days on King Kai's planet going from 2k - 100/200k) then it was discarded.
Torishima takes it too far but he has the right idea. This series is about cool people doing cool things and fighting against the odds. There is other stuff but it can and will be discarded if it gets in the way.
