It was not a controlled release from the dam. On top of the dam (our water reservoir) right outside of black mountain has these big concrete half buckets that were designed to break if the water got that high and the weight of the water trips the bucket to fall and only 1 bucket was tripped. Picrel is the designed emergency release at the water reservoir.
