Not really. If we're talking about the standard ballistic plate worn by modern soldiers, it would hurt and probably crack a rib of whoever got hit by it, but it's still going to just bounce off. It's a big SLUG; it's heavy, drags, and spreads its kinetic energy on impact. Actual AP rounds fired from a rifle have pretty narrow tips and are designed to be extremely high velocity projectiles that retain their needlelike shape as long as possible on impact.
It's why the "12 gauge steel slugs. Armour piercing." scene in John Wick that so many people reference is so fucking stupid. Those things should just be bouncing right off the armour of the gooners in that movie.
