The thing is they clearly tried that stuff back in Stormblood. Stormblood was meant to be the "Let's try see if appealing to the straight male demographic will make the game popular."

Most of the most obvious "This woman is interested in the WoL" characters come from there, especially ones like Kurenai, Hisui and Sadu. Lyse is blatantly meant to come across as your (genki, virgin) love interest, along with an implied sex scene not seen since Minfilia. Yugiri, one of the most popular characters in ARR until the VA issue, is back and you go off on missions solo with her. etcetc

It didn't really work out, and so instead they pivoted towards Fujo's with ShB and here we are.
