Misato is obviously best girl, but that's only obvious once you become an adult and step outside of Shinji's 14-year old perspective in which Misato is a mommy rather than any kind of girl. And legal age is a spook; adulthood is anywhere between 12 and 25 depending on whether you go by puberty or brain maturity or take a middle ground.
