He's a dummy that is easily flattered and dearly loves his son very much.
Despite all the posturing as being the king of gods and trying to be cool, he's very willing to throw all that away for love (as many fans sus out the he probably didn't put much of a fight when Arjuna started chomping on the gods in LB4) and actually cares (literally call the deliverer of miseries in Vedic script) when it comes down to it.
