Putting his design aside, I think it's that Bhima is just a nice nii-chan and not much else and that's the reason for the tepid reception (that being said he still does have a handful of fujos loving to draw him with Duryo).
Indra, on the other hand, is very flawed and clearly struggles with certain stuff in spite of being a chief god, which is more interesting in terms of writing. Folks like seeing characters attempt to rise above their inadequacies. Conflict is a part of storytelling after all and is why they pointed out how human he is compared to the other devas.

There are a lot of cute girls in all the classes who are either popular or haven't had CEs before so the dick vote is split. The main exception being Extra I where Johanna and Nito Alter on a comically large dog are against fucking Arcueid, who also has not had a CE before now.

Tezca is not surprising since his competition is... Sanson and the girls are saturated. But Indra has more competition in Lancer so his popularity is impressive, though the other male Lancers have had previous CEs other than Ashoka.

Arjuna has way more competition in Archer but people could just be collecting Indians.

Berserker has a good male/female balance but most of the female Berserkers have had CE before. Lilith probably has more girl appeal than Louhi, who is the other newcomer. The male Berserkers are gonks and Vlad.

She will have a gauge like summer Ishtar does except it's a teasing gauge. It fills when you don't select her skills first or don't use her command cards.
She starts as a support type servant and once the teasing gauge is full she becomes a massive dps.
All her cards turn AOE, her extra attack can crit and inherits all the type card buffs applied to her (ie : if you have 50% art up and 50% quick up then you have 100% extra up).
