Odin also said that Thor is showing too much mercy to Hulk and that he's holding back. It's incredibly obvious that Cate was trying to state Thor has never gone all out against Hulk. Especially since he never used the odinforce at all during the fight. He never went into the super saiyan odinforce form like he did against the God of Hammers against Hulk.
