Shrinking and diminishing seems to be some sort of rule species encounter. I think in this world, life is getting less complex/specialized as time goes on. Everything began as one and is splintering out into infinity.
I think it's the Giant Crusher weapon that says 'man has grown feeble compared to his forebears'
And in 1.0, those with smaller stature were seen to have less of a blessing of grace.
Then there are demihumans like Boc who are also growing smaller
I feel like it could be connected to the Erdtree not producing enough sap/blessing to provide for everyone, tied up in maintaining the Golden Order as it is, leaving less for the smaller folk
The titans becoming Giants might have been normal evolution. Teylew the golem was said to be the smallest of his kind, and thus ridiculed. But the largest titans/giants would have had nowhere to hide when the cataclysm came and annihilated them. It's possible the smaller ones survived the event, and so only the small ones reproduced and continued their lineage
The strongest and largest die young without heirs, while the small and meek pass by and continue theirs
