Armour King does seem more willing to talk about the Second Empire than most other skellies, so that at least might mean he wasn't involved in any of the war crimes done to humans.
Interestingly the Tech Hunter note on shops says Armour King is just a stupid rumor. Iyo doesn't seem to care about him, you do have to randomly swim a river in the Holy Nation to even find him, so maybe Iyo doesn't consider him a threat. If Iyo knew he was babbling more about the Second Empire and giving specific timeframes for things he would probably want Armour King silenced.
