She's definitely made for Yixuan but her second best team is Evelyn.
I would probably wait for a Fufu rerun then. But almost certainly another stunner will come out that's good for Evelyn.
If she reruns before either the Fufu rerun or a new female stunner comes out, then I'd roll her sig to make your life a bit easier.
You can still use Koleda with Evelyn but Koleda does require a lot of skill to use unlike Fufu. I recommend learning how she plays and focusing in on that since Evelyn is on field only long enough to get her 3 points and a full bar, then you switch to Koleda and try and stun as fast as possible with dodge counters and enhanced basics.
Sig will help but 25% damage increase does not translate to 25% better times. At best you might get 12% better times than you're getting now.
