To an extent yes, but consider that most of these ID implementations are prohibitively expensive for a lot of smaller sites to comply with and on top of that still isn't a ban to the pornography in general. The big companies are still able to make their products and sell them, it is just a bit harder. Compare that to what the little companies or individuals would have to do to sell the same product, if they are able to.
I know it is silly using Deus Ex when talking about porn, but this type of shit happens with other types of rules and things for "the greater good" that isn't something that would ONLY affect big companies. It is a global issue of rules being applied haphazardly to individuals and smaller groups while the big groups are mildly inconvenienced at best but can still continue doing what they are doing.

And how long will that process take? There are historical examples of smaller regulations for entire industries that were supposed to ramp up to the big guys, but all it did was kill the competition and allowed them to continue making their own products/services. Going after the little guy if they are doing wrong is correct, but it rarely if ever ramps up to deal with the big dogs, especially if we are going down the rabbit hole of who funds who doing whatever they are doing. Most of the time it just puts power into the established people rather than letting the market naturally expand with new ideas from individuals and smaller corporations.
You gotta find ways to smack the big guys down early, they use the smaller groups as a canary in the coal mine. Once they are entrenched behind rules they can afford to follow but no new upstart, that's how you get the corporate hellscape that has been permeating since the 1980's.
