It was pre-debut. They streamed for a while pre-debut while setting up all of the assets. The two of them are both really funny so it doesn't really matter. Once they got their debut and model properly done, they started the TTS voice and haven't dropped it since.

Their kayfabe is that they're a rogue AI and they do a lot of stuff to stay in character.
