He does
He's great at it actually, that's like his main attack if you count Shinra Tensei as defense (even though it's also an attack, it's almost always used for defense)
Truth about it is... it works exactly like Kishimoto needs it to.

>Need to dispatch Naruto (base or sage)? Shinra Tensei is just defense and pushes you away without really hurting you, base Naruto can tank it just fine

Said blocked kick put Deva Path in a position where he needed to be saved
Second kick did that, and he doesn't seem to be doing that well
Either base Naruto got a stupid taijutsu boost or it's inconsistent as always

It's as slow and as fast as you need it to. At least it seems consistent enough that you can't throw it without a bit of a setup beforehand (expanding it or knocking down your opponent)
