I don't think having different capacity tiers is the issue when there's a been a fuckton of Switch 1 games that have a retail box that only contain download codes, which is still happening today. Power Wash Simulator isn't even 8GB and yet the Switch version is the only one that's a code in a box, not an indie game either because that's Square Enix's stamp on there.
Capcom is probably the worst offender of this because they have a lot of those 2-in-1 combo packs that have one game on the cart and the other one is a download code region-locked just for the extra spite, hope Amazon didn't send you a different region's copy. The Switch carts can have multiple games on them, like Gothic 1 and 2 is on a single cart with separate launch tiles on the home menu, so that's just Capcom being too cheap.
That seems to be why they're going with this game key card stuff instead, because that at least means you're not going to be stuck with a piece of paper that you can only use once that'll forever be tied to a single account.
