Take Villeurbanne for example.
Technically a distinct "town" with it's own mayor. In practice it's part of Lyon.
It's where the student campuses are and all the research centers, where I lived for a while.
It's not even a suburb, it's a neighborhood and you walk into "Lyon" just by crossing the street, and there's no difference at all
