My group ran a supers game once where we got to make our own rogues gallery. My super was Mirage, who was all about illusions, basically a magical version of Mysterio in terms of powerset. And I'm a verbose bastard by nature, so of course she has a miles-long backstory.

And then as her archnemesis: Blockhead. A guy who through pure luck has a superpower that renders him completely immune to her entire powerset since he can't see or hear anything (he perceives things through some kind of vibration-sense). Blockhead might not even be aware that Mirage exists, he just knows that every now and then when he's knocking over a bank, someone runs up to him and starts hitting him with a stick until the cops show up and taser him into submission.

Mirage HATES him. Hate hate HATES him. For anyone else, he'd be a C-tier villain at best. For her...her best strategy is to call the cops.
