I'd reckon the increasing popularity of Western games at the time made them cocky, thinking they had the industry down pat, same as Hollywood with movies. Also, it was the peak "weird Japan" era at the time. You know how sometimes people take jokes too seriously; it's that, but with the media seeing Japan as this weird country and it drips into their views.
