I can enable secureboot on a VM.
I can play games on a VM just like native by doing GPU passthrough.
The whole VM is up to me to modify in every detail imaginable.
So what is secureboot going to solve? It definitely doesn't help against cheaters.

Doesn't matter, because only a single person has to figure it out and then sell it. As long as it is possible, it is being done and sold to a million people.
