The west, not just the US, I mean literally every single Great Power exempting Russia has tried to get them to make prostitution illegal. Even imperialist European powers like Britain, France, and Prussia could not get them to ban it. They tried everything. Japan refused to ban both homosexuality (it was illegal in the west back in the 19th/20th century) they also refused to ban prostitution in any way saying it was too important. If you go back and watch Jap films from the early 1900s most of them are about someone's daughter being sold into prostitution or a relative that works as a prostitute, there's even one about a guy who gets his childhood friend and sister sold to a rich guy and he learns to take the moral high ground and cope with it. The US was able to get them to ban it only in name, Japan has the most unique laws regarding prostitution in the world, there's no other country like it, they have Thailand levels of prostitution and it's not reported the same way because apparently when you buy a prostitute from a brothel it's only anal sex (which isn't sex) but then you fall in love with her and have sex off the books which gets counted as a tip.
