That movie is exactly that yes, one of a dozen of pretty bad attempts to cash in on Godzilla. Literally made for that exact reason, and that's not even the wildest example. This movie which is literally 2 kidnap victims in north korea being forced to make a movie that would rival Godzilla, only to escape the country shortly after production following a high speed chase and shootout.
