Both versions enable starting to attempt summoning UR-CA right from the first turn, which may be abusive. Whalurs are going to be a very swingy mini-faction, insane against the right models, fairly poor against many others, so maybe its not so bad.
I'm not sure how I feel about the mechanic for the Scrimshaw Artist. Unlocking them at recruitment only feels like taking it halfway to its normal conclusion, which is to just have him be able to carve them out as well (and sell them!). Also, there ought to be more things to make than instruments.
Going over the book I'm thinking of setting these changes :
> buff Harpoons, Dual Weapon : Melee Acc 0 Eva 0 Pen 2 X/G Ranged Range 6, Long -2, Pen 3, Grievous, Cost 1
> Harpoon Gun Ranged Range 10, Long -2, Pen 4, Grievous, Reload 1+1Harpoon, Cost 3, Harpooned!
> Harpooned! is basically the rule from the Meteoric Harpoon on the Captain, made as a faction rule instead, perhaps the rowboat could allow sailors to do the same or something similar as well.
> UR-CA : Gains Mastery [LNGBKR] (should always have had it). Summoning him now costs 2 AP, can be done as many time as you want in a turn, but the model doing it must satisfy one of the following condition 1) within 5 of 7 hexes of beast/deep corpses, 2)within 5 of 7 Emanations hexes, 3) All models who could take this action have a Grievous, 4) All other models who could take this action are Frenzied.
Also I need to reword the PAIN token mechanic, it was "packaged" with Hyperborea and the emanation and now it no longer works, neither Whalurs or UR-CA are meant to be fueled by their own suffering, but by that they inflict on others. They just care a bit less than what would be otherwise healthy.
