Big maybe, that form is Goku and Vegeta finding a way to copy old Kaioshin's potential unlock that was used on Gohan (Pan directly compares it to Gohan, and the form gives green eyes like when Gohan powered up with the incomplete version of it back in Buu saga), and it's up in the air if they're stronger than Gohan. The closest thing to a comparison between them is Gohan being capable to sense the initial fight, which almost everyone didn't (Bra missed half of it, and Vegetto is implied to have seen the whole thing), so I guess it's more accurate to say Cell is likely stronger than everyone.
