So he brought her back in Foul Detective Satori and Sunken Fossil World, where it seems ZUN opted to make Flandre a shonenfag addicted to destruction who calls herself a "goddess of destruction" and doesn't care in the slightest about the lives of others. In FDS she basically explained that the only reason she still lives locked up is because she's a lazy person accustomed to her family giving her everything she needs to live, and the part she maniacally strangled Meiling while laughing and expressing disappointment that Meiling was only possessed was pretty shocking for many.
Now, in Whispered Oracle of Hakurei Shrine, the fortune based on her has pretty much confirmed that she is a dangerous and self-destructive girl who enjoys breaking what is important to others and herself, and that she is literally addicted to destroying things and can't stop. It must be tough for Remi to constantly live with a sword of damocles hovering her head in the form of her little sister.
