Depends if you want pure schlock or something with more serious themes. Most of them have cute girls.
The most accessible film that leans more on the serious themes is Minus One. There's also the 1954 original and Shin Godzilla which are played even more straight. For classic silliness that's still quality I'd say Mothra vs Godzilla and Ghidorah the Three-Headed Monster, if you don't have a problem with 60s special effects. For extreme silliness, Godzilla vs Megalon is schlockino.
Most of the rest is somewhere in the middle, like the 80s and 90s Heisei era starts off exploring the cold war and genetic engineering but quickly gets into nonsense like time travelling robots.
