I'm mixed on the idea of Psykers. Seems to be more a holdover from when Fallout was originally a tabletop and they wanted to include "magic".
I think if done right and not put directly into focus the concept of Psykers can be interesting, Fallout New Vegas had the Forecaster which for a lot of players is easily missable.
