Gaming was a highly unpopular and bullyable hobby for the whole of the 90s (and that didn't really change until Modern Warfare released) so most people didn't really want to let the whole world know they identified with it. I think Cloud and Sephiroth's edginess combined with the massive swords pushed a fair few people into game tattoo territory. I remember my friend's brother had this exact image tattooed onto his back (it was pretty amateurly done iirc), I wonder if he still has it and what it looks like now lol.
