Korea does try their hand at their own original toku frequently, but IMO, 3 points:
-Despite their enmity, they keep exporting toku from Japan non-stop;
-Nowhere near the amount of english subbed korean toku series available online, which might be increasing a little nowadays;
-This is more of a personal opinion, but I feel like Korea media, at least recent ones that became popular, does not like being seen as 'cheesy', whatever it's doing it takes itself super serious no matter the subject, even for the sluttiest gacha. And that's pretty much incompatible with the essence of japanese toku, even the most serious/dark Kamen Rider has it's moments of 'cheese'.
