it's a very hard trope to get across directly. Yes, they are constantly monitored, recorded, etc. But there is no all knowing AI analyzing their every breath. The people watching them are people, who may not be paying as much attention as you think. They are under surveillance but that doesn't mean they can't do things in secret without going to crazy lengths.
