I made a quick image to illustrate my point in the previous thread.
Lets assume you have two Ryu players in the exact same situation, one classic and one modern. They both react to a Ken player jumping and going for jHP on the exact same frame.

Giving the classic player a little room for error, since almost no one does frame perfect inputs outside of the lab, the classic player would get hit by the jHP, while the modern player would beat it with a DP, despite both of them reacting to the jump on the exact same frame.

I think this is a really shitty design flaw with how modern was implemented, and the extra scaling doesn't make up for how much of an advantage you get in neutral from modern. You can argue that its fair because they lose buttons, but that still doesn't make this a well designed mechanic.
