No, no it fucking doesn't.
It literally just means you have to leave your game in a conceivably playable state when support ends, the way every fucking game released before 2001 worked.
All this actually means is that extremely fucked and user hostile EULA's will finally be tested in court and 'you will own nothing and be happy' ill either have to be written on the box (ie, THIS GAME EXPIRES AUGUST 2032) or they'll have to have an actual end-of-life-plan, which again, all fucking games made before 2001 had... Because always online garbage wasn't a thing and dedicated server hosting was completely normal.
Fuck, it's still pretty normal today.
Here's a picture of my steam library filtered by 'dedicated server'. All of these games are compliant with SKG's demands already.
