The nuances of how tribalism is enforced brings into question the quality of life of individuals in those tribes. We would produce much more for society if we had a more cooperative slave class, that is why capitalism is so successful, yet there are liberties people are not willing to give up in the name of progress thus 1800's era slavery was abolished. People do not want their freedoms restricted and you cannot think of any state or governmemt reinforced attempts at ethnic tribalism that would not result in rioting. Not just because people generally don't care about ethnicity but because doing that undermines the projected objectivity of state government institutions, seeing as ethnicity is extremely irrelevant to the success of a nation. That is also why the current slave culture is based on money and not racial discrimination.
