Not friends with =/= doesn't give a shit about. Of course Shadow "gives a shit" about Rouge in that he'll go out of his way to save her life, and he trusts her to some degree, even if she likes to fiddle with that trust by using it to get him to socialize. They're not friends, but that doesn't mean the bond of an "ally" isn't there. A friend is not the only type of relationship you can have with someone, and you guys are thinking about this all far too literally when Japanese culture and language is known for being nuanced. A bond is fluid and sometimes it doesn't fit neatly into rigid molds you can just slap a descriptor onto.
