Video games as a whole aren't addicting, but there can be practices that compulse people to play. Dailies being one aspect to always engage with the game. If the game is multiplayer, it makes it so people compete with one another, even if the game doesn't have PvP. Players will still compete with obtaining the best gear or clearing new content first. Then with a network of acquaintances they know from the game they all propel one another to keep logging in hours into the game.

If you look at more classic video games from the 80's and 90's, generally you'd play them then you get to a point where you game over. Depending how much you've played you'd either play a few more times or if you got far into the game you'd either drop the game for the day or play it once more. Games had a more defined stopping point rather than hook a player to perpetually play. Even with arcade games.
