It's about closure I believe. Noriko's brother lived because he was able to beat down the biker's ghost but eventually killed himself. I think it should be taken as an equal to living because he knows that the biker is in prison and would get the death sentence. I don't think the idea is forgiveness at all; even if that's the inciting event. Also to me, Noriko's brother killing himself is just too much. I could understand him becoming despondent, locking himself to a room. But killing himself is, again, too much. Considering his comatose mother and an alive sister. His situation and the ghost haunting is something that should make him doggedly want to LIVE.
