Maybe, but I'm not convinced. Being slow ultimately just cuts off your access to too many options in every game state: neutral, advantage, and disadvantage. And platform fighters seem to have an issue with giving heavy characters compensatory attributes or options that counteract this effect. I am glad that they nerfed Kragg's air speed, however.
As the anon above me said, it's hard to do when movement is at the core of the game. If I were to really play devil's advocate, I'd argue that heavies can be fast and inherently have less freedom of movement than other characters.
