Well yeah, but Death is already at the top by far anyway. On the other hand it'd boost Fami massively as she's so weak currently. Not just the wars but the whole apocalyptic societal collapse that's going on. And in a post-apocalyptic world, Fami should rule, as gathering food and avoiding starvation would become a massive priority to everyone.
Fami is a total loser now but it's mainly because her ability requires physical proximity while she's a weakling. If she got the usual Horseman range boost for her ability, she'd become a serious threat, if Fujimoto wants her to be, which I sort of doubt right now with the way she's been presented.

I get that but she's also shown to be in close proximity to Denji and Yoru now. Why bother if she's not going to do anything?
