You could and if done correctly and depending on the mod itself, wouldn't destroy much. But I really wouldn't because you'd get weird little things that will be wonky. Make bigger towns instead, cover the road from Whiterun to Solitude in village.

Wish one of them would do something with Darkwater Crossing. In LE it's still the ancient EtaC for me, SE it's just nothing.
