if the recruiter, interviewer and the one that makes the decision are all ethnically the same, then chances are that they'll pick a candidate that is of the same ethnicity as them
I understand the "we're all American" phrase and it's actually very cool of you think that way, but that only works if and only if all the players in America think the same
if you have any bad actors then they're just going to leverage that as a weakenss and just hire people of the same ethnicity
I've been on recruiting and hiring boards before, it's so so easy to justify the preference for one canditate that you wouldn't believe
