maybe heathcliff is the only sinner allowed to have a romantic relationship in limbus. hong lu getting along with daiyu for reasons deeper than 'they played kickball as children' might be cramping on his style too hard.

I always understood as Meursault not being able to properly understand and convey his emotions. Though I admit this view of mine is because I had trouble with understanding and conveying my own emotions, so its entirely possible my own experiences are affecting my interpretation/understanding of Meursault's actions. But then again, that's what humans do don't they.
I digress, in my belief him shooting the arab was due to this build-up of emotions and stress. His mother dying, the searing hot sun, etc. until eventually it boiled over and he shoot the arab, feeling a need to vent his emotions, though perhaps not fully understanding why.
