Pretty much. People who design heavy power armor like this stick to normal looking human proportions because power armor doesn't sell when it looks like it has shorter arms and legs, which is what it would actually look like. You get the same kind of thing with 40k's Terminator armor, but in this case at least, the body's actual proportions are warped to match and then they throw it out the window by saying regular humans can wear it anyway. Rule of cool is what defines power armor here, not whether it's realistic or not, or you get something that would look more like the chinese stealth suit, but with extremely miniaturised powered assist.
Fun fact, artificial muscles is a technology we have right now, micro-crystalline fibres can be used as actuators and controlled with the application of heat or electrical currents, the only issue is that it's not as powerful an actuator as a human muscle. So very close, but so very far.
