I only played DS1 for a bit but I didn't really understand what structures I see that others built and vice versa.

Do I just get thrown into a random server, hoping enough people built infrastructure there and if not, reload the game?
Because surely with enough players you'd have Route 66 amounts of highways built by the community, right?
