Compared to what? Her E, her main damage skill has a 10 second CD. Compare that to the main damage skill of most other mages and its pretty long. 5 second CD Xerath Q for example. I'd say her cooldowns are pretty long compared to most mages aside from her ult.

As a someone with million mastery on her I have quite literally never seen a hitbox bug even a single time.
