Because it has no games, duh. Make a library of killer games. I don't just mean decent stuff. I mean absolutely blow-your-mind cultural and artistic events that make the hardware absolutely necessary for the experience, and make audiences feel they HAVE to get in on it.
Until it has that (and not even an official Valve half-life game got to that stage) then VR will be a silly gimmick.
