Instead of either/or we should have combi 747s where the lower deck is all cargo but the upper deck could be utilized like a regional airliner for people.
Look at all the weird ass routes people like UPS or Fedex, let alone Amazon, fly every single day. I can almost guarantee there would be paying passengers lining up.
